If I recall correctly, this was a plea to the Soviet Union Leaders for them to abandon their Godless Given Mission of spreading the sacred socialism to all the world. Logisticating the effort was bleeding the nation of much needed resources. Solzhenit͡syn urged that this Godless Given Mission be left to the other Communists - I think a hint toward China. He urged that the Soviet Leaders look to improving the lot of Soviet citizens, and that they look to the resources of the Siberia (never mind the hills) to this end.
