the twist: it's actually 2019, not 1959. all a science experiment by the US govt. peck is the star subject. 200 of the 300 residents are psychologically damaged, mentally handicapped/ill. govt is using drugs and other behaviour modification tools to see if they can change/control the subjects' behaviour. the other 100 residents are "actors" and scientists embedded in the community. want to use the technique against foreign leaders who want to raise war against the US. the murders area "casualty": one of the subjects reacts to his drugs and "teachings" inappropriately and murders 2 women. scientists decided to leave this as is to see how peck would respond to such stress. very similar to shutter island
